A pressing concern looms, threatening the viability of the current care model and undermining access to home-based services for all Medi-Cal beneficiaries. The HCBA waiver program has reached the state-level cap on slots. This has left thousands of individuals across the state languishing on a waiting list to receive lifesaving services. Institutionalizing individuals with intensive medical needs not only robs them of their dignity but also costs the state millions in unnecessary spending each year. DHCS estimates an annual savings of $67.5 million for current HCBA users who live in the community rather than institutions.
At Cardea, we are actively engaged in advocacy efforts with other community-based organizations to expand access for all Californians to receive care in the setting of their choice. The HCBA waiver is one of the only avenues for Californians to receive intense medical care in the comfort of their own home. Existing evidence and traction across the state strongly suggest that the HCBA waiver model works and should be expanded. Together, we can ensure that everyone has access to the care they need, where they need it most.
